Kerala police has asked Bish*op Franco Mullakal of Jalandhar diocese*, accused by a nun of raping her, to appear before the investigating team on September 19, Inspector General of police Vijay Sakhare said Wednesday.

The decision to summon the clergyman was taken after a meeting chaired by Sakhare, IG (Ernakulam range), which was also attended by Kottayam District Superintendent of Police Harisankar and Vaikom Deputy Superintendent of Police K Subhash amid mounting pressure on police to initiate action against Mullakal. The nun had recently sought urgent intervention of the Vatican for justice and demanded the bishop's removal as the head of the Jalandhar diocese, questioning why the church was "closing its eyes to the truth" when she mustered courage to make public her sufferings.

In a scathing letter to the Vatican that was made available to the media Tuesday, the nun also asked will the Church be able to give back what she has lost. She alleged that Bishop Franco Mulakkal was using "political and money power" to bury the case against him. She had accused the clergyman of sexually assaulting her repeatedly between 2014 and 2016. The bishop had, however, dismissed the allegations as "baseless and concocted", insisting she levelled those as the catholic order had rejected her demand for favours.

Biking Across America, Crypto Cyclists Look to Raise $1 Million for Charity Crypto, charity and cycling. It’s an unlikely triad, but two fitness enthusiasts-turned-crypto philanthropists believe that, taken in combination, the three can drive positive change.Taking a cross-country cycling trip around the U.S., Tour de Crypto riders Jason Berlin and Jovel Velasquez want to raise $1 million in cryptocurrencies and USD for the Houston Area Women’s Center (HAWC), a non-profit organization with the mandate to “[end] domestic and sexual violence for all.” Through its advocacy, counselling, education, shelters and support services, HAWC works to help survivors build safe and healthy lives.

If Berlin and Velasquez meet their goal, the money will be enough to fund half a year of services to HAWC’s 120-bed secure shelter. To ensure transparency, donors can verify that the wallet addresses listed on Tour de Crypto’s website and HAWC’s own are the same, and “100% of the donations will go directly to HAWC via wallets maintained and controlled by HAWC,” Tour de Crypto’s donation page states.

The tour will kick off on Friday, September 14, 2018, in the Hamptons, New York, ending on Friday, November 9, 2018, in Huntington Beach, California, and the entire trip will also be recorded with videographers and an audio crew along the way. Along the route, Berlin and Velasquez will be stopping in Houston to visit the headquarters of HAWC.

At the time of publication, the project is accepting donations in bitcoin, ether, litecoin, monero, digibyte, reddcoin, electra, paccoin and phore. The Electra community was the first to sign up, according to Blake Rizzo, head of charity affairs for Tour de Crypto. At last count, he said that over 7 million electra (~$4,340) had been donated to HAWC.

Speaking to Bitcoin Magazine, Rizzo explained that he was approached by Berlin with the idea of the tour. Rizzo said that Berlin came up with the concept, a play on the Tour de France, as a way to do something that raises awareness for cryptocurrency donations to charity.

“He also had a personal goal to ride a bike across the United States, so he decided to combine the two,” Rizzo added.

With a background in law as a commercial litigation attorney, Berlin originally approached Rizzo to draft documents for the tour. However, the more Rizzo got involved, the more opportunity he saw, so he took on a more active role to help increase awareness of the riders’ mission and how they hope to accomplish it.

When Berlin began speaking to Rizzo about potential charities, Rizzo immediately suggested HAWC, which has a four-star rating on Charity Navigator. It wasn’t long before Berlin decided to make the sexual assault survivor center the main focus on the first tour, which is expected to be the first of many.

“The goal is to do this every year and not only have a charity that is the main focus, but also ask other communities and coins to get involved and do one of two things,” said Rizzo. “They can have me set up HAWC with their particular wallet so their community can donate or [they can] go out and get another charitable organization accept their coin, so we can add them to the list and promote different charities along the way.”

In a way, the first tour will be a trial run to see how crypto communities can come together to benefit charitable organizations.

Beyond raising money for HAWC, the tour will be a challenge for its two riders. According to Rizzo, Berlin and Velasquez are not your typical Lycra-clad cyclists, but that’s not to say they haven’t put the work in prior to the start of the trip. During the interview, Rizzo told me that the pair had just completed a 130-mile training trip, and the two are riding each day to condition themselves and prep their legs for the roughly 3,000 mile journey.

When they’re not riding, Berlin is talking to various exchanges and coin operators who are interested in getting involved on the tour, either as sponsors or participating coins. So far, Ronnie Moas, founder of Standpoint Research and World Crypto Con, is a leading sponsor. World Crypto Con’s website states that it will donate 5 percent of all ticket sales to HAWC.

Moas was quick to join the effort. When raising awareness for Tour de Crypto, Rizzo came across a tweet from Moas regarding World Crypto Con, so he reached out to talk to him about the tour’s charitable mission.

“Within minutes he responded,” added Rizzo. “He had checked out our Twitter page and our mission and basically said ‘I’m in, call me or send me your number,’ and just like that I was on the phone with him for an hour and a half going through everything. He agreed right there to be our lead sponsor.”

Bitcoin bull Moas is a familiar face within the crypto space, well known for his own forays into crypto philanthropy. One of his projects, the five-star rated charity Food for the Poor, has raised more than $400,000 to date. Between his experience and the advisory role he can play for the tour, Rizzo believes he makes a prime addition to the Tour de Crypto team.

Speaking to Bitcoin Magazine, Moas said that, when he heard about the cause, it struck a nerve with him because he had thought about walking from New York to California to raise money for charity a few years ago.

“I have visited more than 70 countries around the world and nearly 40 of the 50 states in this country, so I have seen a lot of people living in horrible conditions during my travels around,” he said. “I was moved by this, and it has almost become an obsession of mine to help people that will never live one day of their lives the way you and I live every day of our lives.”

During the charity ride, the riders will aim to cover around 100 miles a day, in addition to working on videos to upload to their social media. Even though the first charity ride will take place in a matter of days, Rizzo explained that they are already looking forward to additional tours. They’ve already had interested parties reach out asking if they will do another event overseas.

“We really want to make this an annual event and even incorporate cycle races, so we are certainly open to all options and possibilities,” said Rizzo.

At the moment, though, the tour’s main goal is to continue spreading the word on crypto’s place at the charitable table.

“If a lot of people find out about what Jason and Jovel are doing, they may be able to move the needle,” added Moas.

What do Church abuse policies mean by 'vulnerable adult?'

Denver, Colo., Sep 12, 2018 / 01:00 pm (CNA).- A Vatican summit this February will gather the presidents of bishops’ conferences from around the world. While a Sept. 12 statement from the Vatican said the gathering’s theme would be the “protection of minors,” a Vatican spokesperson clarified that the meeting would discuss “prevention of abuse of minors and vulnerable adults.”

Wednesday’s announcement of the meeting has raised questions about what the Church considers to be a “vulnerable adult.”

The USCCB’s “Charter for the Protection of Children and Young People,” does not use the term “vulnerable adult.” Nor do the “Essential Norms for Diocesan/Eparchial Policies Dealing with Allegations of Sexual Abuse of Minors by Priests or Deacons,” which is the document that sets Church policy for addressing sex abuse allegations in the United States.

Several dioceses, do, however, define the term in their own sexual abuse policies.

Policies of the Archdiocese of St. Paul-Minneapolis say that: “‘Vulnerable Adult’ means persons with physical, mental or emotional conditions that render them unable to defend or protect themselves, or get help when at risk of harm.”

In the Archdiocese of Louisville, “an adult 18 years or older is considered vulnerable when, because of impairment of mental or physical functions, that person is unable or unlikely to report abuse or neglect without assistance.”

The Archdiocese of Miami defines a “vulnerable person” as “a minor under 18 years of age or a person whose ability to perform normal activities of daily living is impaired due to a mental, emotional, long-term physical or developmental disability or dysfunction, or brain damage, or the infirmities of aging.”

The Archdiocese of Washington’s policies for child protection say that “a vulnerable individual over the age of seventeen (17) is also covered by this policy…when such a person is unable or unlikely to report abuse without assistance because of impairment of physical or mental function or emotional status.”

Edward Mechmann, director of the Safe Environment Program in the Archdiocese of New York, told CNA that the archdiocese considers a vulnerable person to be “a person of any age who lacks the capacity to give consent due to a mental or developmental condition or disability.”

The Code of Canon Law does not use or define the term “vulnerable adult.” However, the Church’s 2010 “Norms on delicta graviora” say that “a person who habitually lacks the use of reason is to be considered equivalent to a minor” with regard to allegations of clerical sexual abuse.  

The February summit was announced in the wake of clerical sexual misconduct allegations across the Church involving minors, as well as allegations of misconduct that targeted seminarians, priests, and other adults.

On Aug. 14, a Pennsylvania grand jury released a report documenting 70 years of sexual abuse allegations in six dioceses in that state. On Sept. 12, a report from the German bishops’ conference documented allegations of clerical sexual abuse during a similar time period.

On June 20, the Archdiocese of New York announced that it had deemed credible an allegation that Archbishop Theodore McCarrick had serially sexually abused a teenage boy in the 1970s. Subsequent reports, however, allege that McCarrick had serially sexually coerced and assaulted seminarians and young priests during decades of his episcopal ministry in New Jersey and Washington, D.C.

Mechmann told CNA that the term “vulnerable adult” as his archdiocese defines it, “would not include seminarians. It is really aimed at protecting people who have developmental disabilities or cognitive disabilities for instance someone who is suffering from Alzheimer's disease.”

“A sound diocesan policy however would also encompass any kind of non-consensual sexual conduct, even if it is not strictly covered by the Charter,” Mechmann added.

The Archdiocese of New York’s “Policy on Sexual Misconduct” includes in its definition of sexual misconduct “any sexual act with another person without consent,” as well as “any sexual conduct that is a violation of civil law.”
 
Deacon Bernie Nojadera, executive director of the USCCB’s office for child and youth protection, told CNA that several U.S. dioceses use the definition of “vulnerable adult” provided by civil law.

That definition often refers to a “dependent adult,” he said.

Nojadera noted that “there is nothing in [the Charter] that talks about differential of power. So if you’re looking at differential of power, that’s not addressed in the Charter.”

“That’s where applicability of state law comes in, with regard to the differential of power. A lot of dioceses are looking at their state laws and trying to apply them accordingly,” he said.

With regard to allegations of abuse involving seminarians and other adults, he said he thinks “it would be wise for those types of situations to also be brought forward” at the February meeting of bishops.

“I would hope that there would be a seat at the table for seminarians and for that issue to be addressed,” he told CNA.

In addition to the abuse of minors, vulnerable adults, seminarians, and other adults, Nojadera noted other situations that could, in his view, be addressed, mentioning the difficulties faced by the children of priests, the use of corporal punishment in the Church, and situations involving religious orders.

He also mentioned the importance of consulting with victims of clerical sexual abuse.

“I would hope that survivor victims were invited to this table as well, to be able to address [the meeting],” he said.

Nojadera said that his office often looks for insights from victims of clerical sexual abuse, calling their perspective “invaluable.”

“There’s an awareness that those who have not been abused do not have.”

He also encouraged broader lay involvement in discussions about sexual misconduct in the Church. “The lay faithful have been offering to help and contribute to the solution to this,” he said.

Nojadera said he hopes the February summit will take an expansive view of abuse-related problems in the Church.

“I think we have an opportunity here to just talk about abuse in general. Period.”

“Hopefully,” he said, “they’ll have an opportunity to see the big picture.”

Kerala nun rape case: Faithfuls upset with Church's stand

A day after a Kerala nun wrote to the Vatican seeking justice and action against Bishop of Jalandhar Franco Mulakkal for raping her, the Kerala police summoned Bishop Mulakkal.

The police asked him to appear before the investigation team in Kerala on September 19.

Although the Vatican is yet to respond to the nun's plea, members of the Christian community are upset with the response of the Church.

"There are very clear Catholic Bishop's Conference of India guidelines against harassment at workplace. These are like the Vishakha guidelines. When nun's work, bishops are like their bosses. We are very upset that there has been no action against Bishop Mulakkal as yet," said Maria D'Cunha, former secretary of Women's Commission of the Archdiocese of Bombay and member of Indian Christian Women's Movement.

Echoing her views, Astrid Lobo-Gajiwala said, "The rape survivor is as much a revered member of the Church as the accused."

Several male members said that Bishop Mulakkal should have been removed from his place so that he cannot influence anything. "I salute the six nuns who have come out in support of the nun (rape survivor). They have risked their vocation. They embody the true Christian spirit of calling out wrong whether it happens in Church or outside. Those people who are maligning the character of the nun are like those who would have even questioned Nirbhaya for venturing out in the night. It is a classic sign of intimidation," said Anil Joseph a member of community. Bishop Agnelo Gracias from Archdiocese of Bombay said, "The Law of the land is supreme. It will take its course. We will have to wait and see."

Dolphy D'SOuza, another member of the Church said, "I do not know the procedures of the removal of a Bishop but Bishop Mulakkal should have stepped down on his own."

Meanwhile, the Kerala police said that there are a lot of contradictions in the investigation right now. "Unless these contradictions are ironed out, filing the chargesheet would be difficult. It will only go on to help the accused. So we are in the process of clearing these contradictions. Accused Bishop Mulakkal has been sent a notice to appear before the investigation team on September 19. He will be questioned by a team led by Vaikkom Dy SP K Subhash," Ernakulam Range IG Vijay Sakhare told reporters on Wednesday.

However, Bishop Mulakkal has refuted all the charges. "I think some internal forces are using these nuns for some advantage. The antis in the church are pushing these nuns forward to raise their own issues. There is a conspiracy behind this. Few people are taking advantage of this. I will cooperate to all legal measures," said Bishop Mulakkal.

Research Triangle Park, NC and Cambridge, UK, September 13, 2018 -- Inivata, a leader in liquid biopsy, today announces that Palmetto GBA, a Medicare Administrative Contractor that  evaluates diagnostic technology through its laboratory technology assessment group, MolDx, has published a draft local coverage determination (LCD) for the InVisionFirst-Lung test. The draft LCD recommends coverage for InVisionFirst-Lung to aid clinicians in treatment decisions for CMS members fighting advanced Non-Small Cell Lung Cancer (NSCLC).

Approximately 222,500 new cases of lung cancer will be diagnosed in the US during 2018 with 80% to 85% being NSCLC.^1^,[2]  The disease is by far the leading cause of cancer death among both men and women. Using traditional tissue biopsies to diagnose and analyze the disease involves a highly invasive procedure which carries significant risks and is expensive. Obtaining sufficient tissue to allow physicians to fully characterize all the markers required for current FDA approved therapeutics is often difficult and as a consequence only a minority of patients receive the tumor characterization/profiling recommended in professional guidelines.^3^,[4],[5],[6],[7] A liquid biopsy, which uses a simple blood test, allows powerful genetic analysis to be carried out at lower-cost than traditional tissue biopsy and for results to be available more quickly, which can be critical when treatment decisions are being made.

The draft LCD will go through a public comment period before being finalized and implemented.

Natural disaster response professionals share years of experience

With almost 100 years of combined experience, in roles ranging from local elected official to administrator of federal programs, the IBTS team offers a wealth of knowledge stemming from projects that include the rebuild of Louisiana after Hurricane Katrina, the New York Build-it-Back program following Hurricane Sandy, floods in Oklahoma, wind events in Kansas and Texas, Florida and Colorado. Members of the team also performed pro bono work in Puerto Rico. IBTS has been involved in recovery after almost every major natural disaster in the United States for the past several decades.

Ms. Collins has more than 12 years of experience providing management and oversight to declared disaster and emergency service programs at the local, state and federal government level. She has led a city and several counties in Virginia as local government manager for more than 22 years and member of elected county Board of Supervisors for six years. During her tenure in local government, she oversaw local disasters, administered Community Block Development Grant (CDBG) improvement projects, and leveraged external funding and private partnerships to complete planned community infrastructure and capital projects. Almost a year after explosive reports detailed alleged sexual misconduct by Hollywood powerhouse Harvey Weinstein, setting off a movement of confession, accountability and reckoning, TheWrap publishes a 13-part series about the impact on accusers one year later.

Over the past three months Hod and Waxman spoke to a dozen women and men who had previously shared harrowing stories of sexual misconduct by some of the biggest names in media, politics and entertainment.

Those interviews reveal that the act of coming forward — sometimes years after the event — has taken its toll. One survivor was dropped by her TV news station. Another is considering changing her name because of the lasting social stigma. While many have felt a huge burden lifted, their journeys over the past year have not been easy or without consequences.

As the lead article states: “For some, the last year has been marked with a barrage of attacks from internet trolls. Others have lost their jobs. Quite a few have said they were disappointed at the direction the movement has taken over the last year. Almost all have experienced what experts call ‘secondary traumatization.'”

The series interviewed 12 individuals who said that industry giants like Harvey Weinstein, James Toback and Russell Simmons had committed a range of sexual misconduct, from inappropriate propositions to rape.

Weinstein accuser Rose McGowan said: “I have lived a life of much trauma, but this past year was such an intensely condensed trauma it took everything I had to withstand the gale-force winds. The thing about wind, though, it passes and if you lean in, you’ll find you’re still there as it fades.”

Russell Simmons’ accuser Drew Dixon said: “I’m not thinking about him. It’s about me letting go of the pain, letting go of the burden of carrying his secret, of being an accomplice to his crime after the fact in some ways, by covering it up for him.”

Bruce Weber accuser Jason Boyce said: “As a straight man, we have our own stigmas and there is a societal stigma with sexual assault… And I couldn’t live with that. At the time I just thought I was just going to die with this… There are some days when I get up and I sit in my car and I cry. I don’t know why and that’s not something that I did before.”
